The Rough Riders was the informal name for the 1st U.S. Volunteer Cavalry, a unit of the U.S. Army organized by Colonel Leonard Wood and a civilian, the former Assistant Secretary of the Navy Theodore Roosevelt. The Rough Riders fought in Cuba in several battles, but their most famous encounter was the charge up San Juan Hill east of Santiago de Cuba on July 1, 1898.

The monument was erected in 1906 to commemorate those in the regiment who died during the war.
