This image is to be used in the article Electron Blue. Though the image is subject to copyright I (Holiday56) believe the image is covered by U.S. fair use laws because:

1. The image is of low-resolution article;
2. The artist who released the CD is notable;
3. Copies of the CD cannot be made to make illegal copies of the CD or the artwork;
4. The image is a subject of discussion in the article.
