Description
English: The image of this document was signed by the government of the Democratic Republic of Vietnam and has been retained by the Japanese Ministry of Foreign Affairs. On 21 September 1973, at the office of the Permanent General Mission of Vietnam in Paris, the representatives of both the government of the State of Japan and the government of the Democratic Republic of Vietnam signed an “Exchange of Notes Concerning the Establishment of Diplomatic Relations Between Japan and the Democratic Republic of Vietnam” (with its original text being in French).

Public domain According to the Vietnamese Law on Intellectual Property (Law No. 50/2005/QH11; See translation), Article 15, Clause 2, "Legal documents, administrative documents and other documents in the judicial domain and official translations of these documents" are not subject to copyright protection.

According to the decree No. 22/2018/ND-CP of February 23, 2013, documents specified in Clause 2, Article 15 of the Intellectual Property Law includes "documents issued by state agencies, political organizations, socio-political organizations, sociopolitical-professional organizations, social organizations, socio-professional organizations and people’s armed forces units.".
