Purpose of use in article (WP:NFCC#8) for visual identification of the person in question, at the top of his/her biographical article
Not replaceable with
free media because
(WP:NFCC#1)
He is dead
Minimal use (WP:NFCC#3) Monochrome image used once in one article as a primary means of identification. Could be smaller I guess. OK per Per WP:NFCI #10, "Pictures of deceased persons, in articles about that person, provided that ever obtaining a free close substitute is not reasonably likely"
Respect for
commercial opportunities
(WP:NFCC#2)
I dunno. He's not a hot subject. It's kind of a good pic tho. I guess there's some commercial opportunity maybe.
Other information The subject of the photograph has been deceased since: 1958. The photo might have been published (in a yearbook or whatever) prior to 2010, namely around 1926. But it's inscribed so I tend to doubt that.
