When a user is IP blocked here, does that: (a) prevent them accessing Wikipedia at all (b) or just kick them into a "read only" mode? If the former, is it technically feasable to do the latter instead? The advantage would be that sysops would not need to be in quite so much of a hurry to restore blocked IPs.
