Implicitly, whoever created these accounts granted *anyone* authority
to block them by changing the passwords.  It's just a goofy idea,
that's all.

I'm not even understanding what the point of it is supposed to be.
Anonymity?  That's easily available already -- just create a new user,
it takes 5 seconds.
