No way! That would be a complete disaster for the 'pedia. 

Even as an ordinary user he has is *very* difficult to work with. He
already wastes an inordinate amounts of good contributors' time, and
rarely conributes anything constructive (as opposed to destructrive and
disruptive). Someone needs to have a quiet word in his ear and tell him
to pull his head in and learn to cooperate with other users. The
thought of a user like that being given administrative powers makes me
shudder.
