[WikiEN-l] DW reverts to form

I know what I'm saying will be said posthumously, but I don't think Black Widow is nessessarilly DW. Black Widow just misunderstood the policies page.  If you're going to ban people for one copywright offence, then you'll ban half the people on wikipedia (minus the sysops, possibly). Many people haven't even read the policy page.  For those who do, like Black Widow, it should be written that if these policies are broken,  you risk being banned.  Right now, it looks more like a suggestions page. Although most of it should be, the copywright information looks the same. I've reorganized some of the page, putting copywrights at the top, but I still think the page needs to be more authoritative.  I also protected the image policy page. The image policy page is very important (if we get sued, it'll probably be from a picture) and shouldn't be changed by someone without some kind of authority.
