Each data point represents the boardings from the Australian financial year ending at the end of June: for example, the "08" point represents boardings from 1 July 2007 to 30 June 2008.
The data is as reported in the annual reports of government agencies with public transport responsibility: the Department of Infrastructure from 1994 to 2007, the Department of Transport from 2008 to 2011, and Public Transport Victoria from 2012 onwards. Their definitions of "metropolitan" include the entire Melbourne tram network, the electrified suburban rail network, and all bus services operating within greater Melbourne.
