A date parameter would probably be helpful here, "semi-active since date".
I have inadvertently been dealing with a group assigned this status in the summer of 2009, so {{inactive}} is probably relevant at this point. Varlaam (talk) 17:20, 14 September 2010 (UTC)[reply]
