It probably does qualify as fair use, but that's no why it's improper. It's improper because it's you (and, by now, others) editorializing about a subject where you happen to feel the excerpt is applicable. This is not done around here. 192.31.106.34 (talk) 01:40, 19 April 2012 (UTC)[reply]

It is relevant, and should be part of the article. However, I agree that the way it was used was bad. I've put it back, but with some references and in a less politically charged (and less US-centric) way. Please feel free to improve the wording/citations. Ghalse (talk) 19:32, 4 May 2012 (UTC)[reply]
