How can this be a non free image? Who the hell holds rights on an image of an object that doesn’t belong to them?

Usage of this file on other wikipedia language[edit]

So i was going to use this image on id:rongorongo, but seems this file kinda can't be linked with interwiki link. As in the page there's a notice that "Any other uses of this image, on Wikipedia or elsewhere, may be..". Is there like no other way to use this file on other language wiki, or there is, but like... with additional information should be given? I kinda don't understand this kind of copyright.
