More specific source is needed... so its by the USIA. Where can it be found? How did the uploader find it? Needs at least a URL to the page where the image is located, if its online, or an offline source. - I think this is good enough given the subject matter. Note that the image specifies the source "The Newton County library". As the subject is a noted librarian, and there is a Newton County in Arkansas (where the subject lived), it would not be surprising to source the image directly from the library.
