"1938 campaign ..." is the name of the file but the campaign was in 1947. This is clear from one crucial reference for biography Eliot Ness where the image is used, namely |ref name=ech|(Encyclopedia of Cleveland History). Ness was appointed by one mayor in 1935, continued with the next mayor until 1942 in the face of criticism, ... ran unsuccessfully for mayor in 1947.
Furthermore, the NARA record cited here says that the professional photographer turned 17 in September 1938, and the photo is from a collection whose scope begins 1944. --P64 (talk) 18:39, 12 January 2012 (UTC)
