This mural was created in 1941 by Musa McKim, as an employee of the Section of Fine Arts, a program of the United States Treasury Department. The building containing the mural is not and never was an office of the United States Postal Service, so that organization cannot claim ownership of the mural following the Postal Reorganization Act of 1971 (wherein those murals located in Post Office buildings became the property of the United States Postal Service). As such, the work depicted in the photograph is public domain as the creation of a federal employee in the duties of her employ.
