The entire seal is needed to convey the meaning intended and avoid tarnishing or misrepresenting the subject matter of the article it's being used in.

Low resolution?

The logo is of a size and resolution sufficient enough for use in the article without being unnecessarily high.

Purpose of use

To help illustrate the Code of Practices for Television Broadcasters article. This was something significant in the history of broadcast TV, and on a Wikipedia article about the Code, it's very important to have a picture of the seal that most TV stations were required to display during their closing credits to indicate their compliance with the Code, lest they face FCC fines or have the episode shelved by their standards and practices departments.

This is a seal under traditional copyright, so no free equivalent likely exists. Any user-made image would be considered a derivative work, and those that aren't derivatives would not likely convey the intended meaning.
