В центре государственного флага в круге белого цвета диаметром 2/3 ширины прямоугольника - Малый герб Украины. Отношение ширины флага к длине 1:1,5. Размеры Государственного флага Украины, размещенного в углу, - 1/4 всего полотнища". 24 августа 1993 года такие флаги были впервые подняты кораблями в Балаклавской бухте.)
