Purpose of use in article (WP:NFCC#8) Allow readers to see Tolkien's own cartography, to compare it with the published version redrawn by Christopher Tolkien, and to understand the basis for the publisher's views on the map.
Not replaceable with
free media because
(WP:NFCC#1)
This exact image is discussed in the article. In any case, all Tolkien's artwork is in copyright.
Minimal use (WP:NFCC#3) This is the only example of Tolkien's own artwork for The Hobbit in the article. It is used only here, and at the usual sorry resolution.
Respect for
commercial opportunities
(WP:NFCC#2)
It seems quite unlikely. The image has been in print since 1995. A thumbnail of low quality, in a detail cropped from the original, is no competition for the high-quality images in the published books.
