«Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, воспроизводящее фигуры из герба Трубчевского района, выполненные белым, жёлтым, красным и зелёным цветом».

Описание герба: «В зелёном поле под золотой главой, обременённой тремя червлёными грушами с зелёными листьями на черенках — сидящий на золотом камне, обращённый вправо и обернувшийся прямо старец с серебряными сединами, в одежде и обуви того же металла, играющий на золотых гуслях, слева завершенных птичьей головой, причём ремень от гуслей, также золотой, перекинут через левое плечо».
