Created in 1967 as a result of a contest held by State Sen. Roy Staten. A committee of community leaders, made up of Joe Merritt, Sy Rovencamp, Cal Hunter, Marge Steele, Mitzy Seaman, Mary Hicks, Sid Webster and Eagle publisher and founder Kimbel Oelke, selected the design of Dundalk High School student Janet Forte. She won a scholarship and was presented with one of the first Dundalk flags by Staten.
