„In Rot mit goldenem Bord ein linksgewendeter, golden gekrönter, blau bewehrter schwarzer Löwe.“[1]
Die Hauptsatzung beschreibt wie folgt: „Das Wappen der Stadt Papenburg zeigt einen von links nach rechts steigenden schwarzen, gekrönten Löwen im roten Feld.“
Beschreibung der Flagge
„Die Flagge ist gelb-rot-blau quergestreift mit dem aufgelegten Wappen in der Mitte.“
Die Hauptsatzung beschreibt wie folgt:„Die Farben der Stadt sind gelb-rot-blau. Die Stadtfahne ist in diesen Farben und zeigt im roten Feld einen schwarzen, gekrönten Löwen mit gelber Umrandung.“
