Though this image is subject to copyright, its use is covered by the U.S. fair use laws, and the stricter requirements of Wikipedia's non-free content policies, because:
- The Appaloosa horse is the state horse of Idaho and honored as such on a license plate
- Image is of much lower resolution than the original (copies made from it will be of very inferior quality).
- The photo is only being used for informational purposes.
- Its inclusion in the article adds significantly to the article because the license plate and symbolism are described in the article
- Image taken of random vehicle in public location from public location with all identifying features of plate and vehicle masked.
