Not replaceable with
free media because
(WP:NFCC#1)
In 2000, Audi added a rear spoiler to the TT to give it better high speed stability. It then recalled all 1999-2000 model year TTs which had already been sold to retrofit a spoiler onto them. Due to this recall, it is believed that any surviving TTs that can be photographed today for a free image will have a rear spoiler installed, meaning that the use of a historic image is necessary to showcase the car's original design.

Low resolution?

Yes

Purpose of use

It shows the appearance of the car without a rear spoiler. Per a 2000 recall campaign, all TTs produced up until then were retrofitted with a rear spoiler to make them more stable at high speed.

Replaceable?

No. As Volkswagen Group retrofitted all TTs of this year with rear spoilers per a recall campaign, it is necessary to use this unfree image as an educational tool to show the original design of the car before it was modified.

Other information

This was a promotional photo released by Volkswagen Group to showcase the vehicle. It was intended to be shared widely with the public, so I believe using a low-resolution version for educational purposes where a free image can not be substituted falls under fair use of its copyright.

Respect for
commercial opportunities
(WP:NFCC#2)
This is a promotional press photo distributed by Volkswagen Group to showcase and promote the TT when it first went on sale. Given that this image was published with the intent for it to be widely distributed, I don't believe it would bother the copyright owner that a low resolution copy be used for educational purposes where a free image can not be created as a substitute.
