I disagree. IntlWiki-l should be about non-policy related interlanguage
coordination issues and it should serve as the general mailing list for any
Wikipedia language that does not yet have a mailing list.
Wikipedia-L is the /policy/ mailing list. General mailing lists are language
specific if there is enough traffic to substantiate having a separate list or
Intlwiki-L is used.

See above about Intlwiki-l. Wikipedia-L is about policy for the whole project.
There still is some talk on that list that is en.wiki specific but that's
only because that list for /so/ long about project-wide policy and general
en.wiki business.
